People that were trapped above the floor levels impacted  could have been evacuated by only one set of four or five units of ZEC-EM, remaining operative over 25, in few minutes.
The Zephinie   Escape Chute (ZEC)
can operate over 100 floors.
Can evacuate up 1000 persons per minute, including handicapped ,  injured persons with the same average escape speed.
Ignorance or bad will

facts.

Press release for the information of the firefighters of America:

High-rise building mass evacuation.

Could be used a Fire Code approved evacuation technology exclusively marketed in Europe by a Major US corporation since 1975 and still unknowns in the USA?

Such question seams not to makes a politically correct subject of curiosity since October 2001.

Specialists know since 1972 that Arabs' terrorist attacks on NYC high-rise buildings were to be expected.
3000<5000 causalities also were expected as a result of "non-evacuation rule" in case of attack, Insurance used such figures for effective evaluation.

The particular risks were not ignored but $billions of business potential was associated with NY local Law #5. Business would depend on non-evacuation official enforcement and the "defend-in-place" was enforced.
The new evacuation technique created embarrassments and was and remains yet unfairly opposed.

Historian will remember the so called "defend-in-place" NY local law enforcement as a monumental example of "lobbied" irresponsible imprudence.
Opposing HIGH-RISE BUILDING STRUCTURAL FIRE PREVENTION against available HIGH-RISE BUILDING EVACUATION OPTION remains a feckless position.

In memory of those having perished for local regulation opposing evacuation and to prevent such recurrence, it is to hopes that brave active or retired members of the NYFD will consider to review the official local position about High-Rise building evacuation and render due justice to the ZEC-ME.

Asking if the system works in 2002 is not serious considering 25 years involvement of a major US Corp having engaged internationally its legal and public image guaranty on the ZEC evacuation since 1975.
Fire engineering understanding should evidence the difference between escape chute and ZEC-ME technique.

History will impartially judge, meantime, please, take a chance to learn and judge by you that high-rise building mass evacuation is not a technical but political problem since 1977.

Zephinie's three basic evacuation techniques are now commune technologies available for the good of all.
