Specialists know since 1972 that Arabs' terrorist attacks on NYC high-rise buildings were to be expected. 3000<5000 causalities also were expected as a result of "non-evacuation rule" in case of attack, Insurance used such figures for effective evaluation. The particular risks were not ignored but $billions of business potential was associated with NY local Law #5. Business would depend on non-evacuation official enforcement and the "defend-in-place" was enforced. The new evacuation technique created embarrassments and was and remains yet unfairly opposed.
