Why do the actual fire Codes deny the right of evacuation in cases of extreme emergency in High Rise Buildings?

Prior to 1974, the inefficiency of the stairway founded the concept of " NON EVACUATION OPTION".

During the last 20 years the ZEC has proven definitively that high rise buildings, including ones over 100 stories, can be completely evacuated in less than 20 minutes.
 Despite the accumulated evidence that any existing building is safe enough to justify the "Non Evacuation Option"... many Governmental agencies keep a dubious hypocritical position regarding the basic Human Rights of Evacuation in cases of emergency, or surprisingly, just ignore the fact!

The lost of probably 1000's of lives, should some day the price to pay. 

Why do the actual fire Codes deny the right of evacuation in cases of extreme emergency in High Rise Buildings and don't enforce this denial in any other kind of structure?

If the Fire Code's regulation concept of minimum number of stairways per unit of exit per floor occupant actually enforced in regular buildings, was equally enforced in high rise buildings, the proportional area occupied by staircases in a high rise building would be too high business wise.

The few stairways available must be reserved, in priority, to walk-up fire fighters and material, eventually up 20 or 40 levels and more.

Obviously the inefficiency of stairways does not allow, simultaneously, the occupants evacuation right, and the fire fighting priority.

The " NON EVACUATION OPTION" in the early 70's was founded by   by technical limitations  

Never-the-less evacuation drills of emergency evacuation remain the actual non official reality, as does ignoring a technology that allows a ten times faster high rise buildings' evacuation.

A person's right of evacuation in cases of emergency in high-rise buildings has been consequently "Officially" denied.

The new alternative offered by ZEC-ME high rise evacuation technology was finally operational in the late 70's. Unfortunately at this time authoritarian conservative egotism, fed by the sophisticated influence of powerful industrial interests, in conflict with the development of the new technology, systematically and unofficially censured and obstructed the due process of evaluation and diffusion of the new technology in the USA.

For years the New York fire's authorities will not only, refuse to proceed to a scientific evaluation of the ZEC, but also avoided personal meeting and written correspondence.

ANY publications will stand officially against the new technology, but all company willing to market the new technology in the USA, has had to give up under surreptitious pressure exerted by local authorities centered on the East Coast. Only the content of a book can related 14 years of very complex struggling.  

Meantime the Zephinie's life saving technology has been proudly marketed under exclusive license for a period of over 25 years by a major US Corporation in Europe.

The unfairness of over 20 years of orderly official "ignorance" regarding a proven new life saving Technology aimed at the safety of millions of employees, customers and visitors, in thousands of high rise buildings, couldn't be accepted as a sentence for a life time decent effort. The professional's opinion from an important sector of the civilized world, had accepted that the ZEC is a functional tool of evacuation.  

An appeal remains to be submitted to the American public for it's opinion, regarding the strange fact that the ZEC, is probably the only "American" product recognized by over 20 millions of Europeans, including Governments and Standards, and definitely unknown in the America.
