People that were trapped above the floor levels impacted  could have been evacuated by only one set of four or five units of ZEC-EM, remaining operative over 25, in few minutes.
The Zephinie   Escape Chute (ZEC) 
can operate over 100 floors.  
Can evacuate up 1000 persons per minute, including handicapped ,  injured persons with the same average escape speed.

Hundred of ZEC-Mobil, are in operation, since 1975.
This is an unquestionable fact.
To ignore than a simple device that increases up to 100 times an aerial ladder evacuation was not a 'profit' making option for the industry - conflict of interested versus professional responsibility.

Admiral Vasilieff in command of the French Navy Firefighter of the city of Marseilles, France, ordered extensive test under fire conditions and personally supervised the demonstrations.

1975

The French Minister of the Interior approved the "Evacuation vertical Zephinie-EVZ" as rescue equipment with his official finding that it was 100 times more effective than the ladder for evacuation, and increased the effectiveness of the aerial platform by a factor of ten.
The Paris fire department was equipped with the ZEC.
The new escape technology was also incorporated in the program of the National fire academy.

The ZEC-Mobil was tested in apartment buildings, in real evacuation situation drills by the Fire Department of Barcelona. Spain.

The ZEC can evacuate over 100 people in 10 minutes, including handicapped, using a regular Aerial Ladder.

Official presentation to the President Giscard d'Estain, president of the French Republic, was made in the head quarter of Paris's fire department.
